Unable to arrange Icons on desktop

I am following the tutorial videos from the first one and walking through them by following along.  I am at Quick Start Previews and tried to follow the instructions in Section 6, Arrange icons.  So far this video is not going well. Earlier I was unable to process Previews and now on the next instructions I am unable to select " Arrange Icons" in the menu. It is grayed out.  

I can't  select all of the icons by creating a box.  I can't scroll down the menu and arrange the icons. 

So if the simple commands and instructions don't work with the examples in the video, what else is going to not work?

I have the latest version, 1.8.6 with all of the updates.

    This is really not normal behavior. I haven't seen this (nor have I seen reports of it).
    Would you be interested in a shared screen session? (Do you have a google account?)

    Sorry but I don't have a google account.  The issue happens on my Win 10 computer and my Mac.  I will go to the PI forum and see what they have to say.

    Be certain to include a screen capture. That will very likely generate some answers quickly.
    You will see I did submit a question regarding your issues...but no easy answers.
