Arrange Icons grayed out when right click on desktop or pull down in Window

I am going through PixInsight Fundamentals and want to do the "arrange icons" that is discussed under Templates and Icons.  I created a bunch of icons on the desktop but the Arrange Icon tab is grayed out. I have searched for a solution to this on the PI forum and here.  Very frustrating!

What you are showing are not process icons. You are shading processes on your desktop. You can arrange process icons. To create one, drag the triangle from one of your processes to the desktop. This would be a process icon that can be arranged.
